Information on Program Element Recommendations
This section details the evaluation of each Program Element. The worksheets illustrate how
several factors were taken into account as PPC developed recommendations for the Clinical Activity Targets of each Program Element. The spreadsheets list all the Program Elements grouped according to its Program Grouping.
Evaluation Overview
The “Evaluation Overview” worksheet highlights the strategic decision making factors taken into account as each Program Element was discussed by PPC (e.g. Global Impact, Funding Availability/Profit Generation, Achievement of Academic Objectives, Recruitment Requirements, etc.) and outlines the scores on each of the six evaluation criteria (x/10). The six evaluation criteria include:
- How the Program Element is funded (MOH Funding);
- The interdependence of the Program Element with other services within the Hospital;
- The unique nature of the service in the region (Market-share/Uniqueness);
- Educational strength;
- Research strength;
- The potential to utilize the new technologies that UHN's strategic plan says it should be emphasizing.
- PPC recognizes the evaluation criteria reflect the position of the Program Elements today. To account for future positioning, PPC included the discussions on strategic factors into the overall assessment of the Program Elements.
Resource Impact
The “Resource Impact” worksheet provides the impact of Program Element growth/reductions on resources (e.g. weighted cases, cases, patient days, etc.). The impact variables have been calculated from the current activity statistics. They were developed to serve as guidance in assessing potential high-level resource requirements and to ensure there will be adequate resources to make the Clinical Activity Targets achievable.

PPC Decision Criteria
The PPC Decision Criteria worksheet contains the complete documentation on the six criteria PPC used to evaluate the Program Elements.
Recommended Growth Categories
On both the Methodology Notes and the PPC Decision Criteria worksheets, you will find the Recommended Growth Category for each Program Element. It was the objective of the PPC to classify each Program Element into one of five possible Clinical Target Categories:
- Significant growth in volumes for the program element >15%
- Small growth in volumes for the program element 0 to 15%
- Hold volumes (0 growth)
- Small decrease in volumes for program element 0 to -15%
Significant decrease in volumes for the program element > -15%
Supplemental Recommendations
In addition to the recommended Clinical Target Categories, the worksheets outline any additional recommendations on the clinical activity of the Program Element in cases when PPC wanted to provide more specific direction. For example, the supplemental recommendation may suggest that the Program Element change the mix of patients being treated, may suggest growth in the unique aspects of the Program Element’s services rather than in the more mainstream services or may specifically recommend that particular services in the Program Element be protected from any volume reductions.
