Following the Clinical Activity Target Setting Process, the Planning and Priorities Council (PPC) made several recommendations. These recommendations were documented in an Excel Workbook (attached) with 5 tabs:
- Information - provides an overview of what you will find in the workbook and background information to be used as you review the tabs of the workbook.
- Evaluation Overview - lists the Program Elements by Program Grouping, provides details of the strategic implication factors which were taken into account in developing the recommendations, the scores on the 6 evaluation criteria and the recommended Growth Categories for each Program Element.
- Resource Impact - lists the Program Elements by Program Grouping and the impact that the recommended Growth Category will have on UHN resources.
- Methodology - provides a description of the data sources that were used in the 'Resource Impact' tab.
- PPC Decision Criteria - provides the complete documentation on the 6 criteria which PPC used to evaluate the Program Elements.
The Growth Categories for the Program Elements, specified in Tab 2 of the attachment, serve as recommendations until the Appeal Process is complete and the Board of Trustees has approved PPC's final recommendations in January 2002. The Appeal Process is an opportunity for appeals to the Growth Categories that PPC has recommended for each of the Program Elements. Documentation about the appeal process and how appeal is also attached to this circulation.
There are several key issues which I would like you to keep in mind as you review PPC's recommendations:
- The process of assigning growth categories to the Program Elements does not mean that particular Program Elements 'win' and others 'lose.' Stature and growth are not synonymous. This process is about positioning our existing and future resources including staff, space and money with the ultimate vision of UHN aspiring to global impact. All Program Elements will continue to be supported to achieve excellence.
- This is not a one-time planning process with results carved in stone. Technological change and discoveries as well as provincial and regional planning exercises will continue to shape the role of UHN over time. On a year-by-year basis, we will monitor these factors and reset our clinical activity targets for each program element as necessary.
- At times like this when we discuss clinical activity changes, staff become concerned about their future employment. I remind you that these are 5-year targets and that they will be phased in. People's jobs will be protected by transferring those affected to other activities or by using attrition.
